Many technology transfers have taken place since WWII. Japan received much of our electronic technology and in 10 or 20 years dominated the radio and electronic industry. We also let many of Asian goods in without many trade barriers. In the 70's and 80's many Japanese firms obtained technology through one sided joint ventures. The same thing is happening with China right now.
